The Office of Testing and Educational Quality Assurance is responsible for advising and assisting the Rector in managing activities related to testing, educational quality assurance, accreditation, and institutional evaluation.
Develop programs and plans related to testing, educational quality assurance, accreditation, and institutional evaluation for submission to the Rector for approval.
Take the lead and coordinate with relevant units to develop and propose to the Rector specific regulations on examinations, assessments of learners’ academic performance, and quality assurance procedures.
Take primary responsibility for testing activities related to entrance exams, graduation exams, and course examinations for all academic levels and training systems of the University. Organize and supervise the drawing of exam questions, compilation, and duplication of exam papers. Inspect and monitor the examination and testing processes. Take the lead in managing activities supporting grading (coding, decoding, scoring), as well as storing and analyzing exam results. Be responsible for verifying the accuracy of grading and randomly reviewing graded papers of lecturers.
Advise the Rector on comprehensive solutions to ensure educational quality (teaching methods, learning methods, testing and assessment of training quality, and conditions for ensuring training quality); propose innovations and improvements in testing, assessment, and educational quality assurance.
Coordinate with academic management units in verifying students’ and trainees’ eligibility for examinations and graduation in accordance with regulations.
Provide professional consultation on processes and methods of quality assurance, testing, and assessment to other units; organize training sessions for staff and lecturers on testing and quality assurance.
Lead and coordinate with relevant units to research and develop tools for evaluating training programs, lecturers’ teaching performance, and learners’ study outcomes.
Lead and coordinate with relevant units to organize evaluations of lecturers’ teaching performance and student support services through learner feedback.
Lead and coordinate with relevant units to organize evaluations of training programs, program learning outcomes, and graduate employment surveys through feedback from alumni and employers.
Lead and coordinate with relevant units to organize self-assessment activities according to university accreditation standards and to participate in external evaluations as required by the Ministry of Education and Training.
Coordinate with domestic and international organizations and individuals to organize quality assurance activities; develop plans and implement registration to join regional and international educational quality assurance organizations.
Provide guidance and inspect the implementation of quality accreditation activities in various units.
Manage the personnel of the Office comprehensively and serve as the focal point representing the Office in relations with the University and its departments. Propose personnel needs and coordinate with functional units in the recruitment of civil servants and contract employees in accordance with University regulations.
Manage and effectively use the human resources and assets assigned to the Office for its operations.
The Head of the Office of Testing and Educational Quality Assurance is authorized to sign documents and use the University’s seal on behalf of the Rector within the assigned scope of duties. Deputy Heads may sign documents on behalf of the Rector when authorized by the Head.
Perform other duties as assigned by the Rector.
