As part of its ongoing efforts to strengthen the Internal Quality Assurance (IQA) System and implement the University's Development Strategy for the period 2021–2030 with a vision toward 2045, Hanoi University of Civil Engineering (HUCE) has officially issued the Educational Quality Policy under Decision No. 270/QĐ-ĐHXDHN (2026). The Policy serves as the fundamental framework for developing, operating, and continuously improving the University's Internal Quality Assurance System and is uniformly applied across all units of the University.

The Policy reaffirms HUCE's commitment to a student-centred approach, recognizing quality as a core institutional value underpinning all governance and management activities. It also promotes the integration of teaching and learning, research, innovation, and community engagement, aiming to meet the expectations of students and other stakeholders while complying with both national and international quality assurance standards.

The Educational Quality Policy is implemented based on six key principles: compliance with legal regulations and accreditation standards; student-centred education; evidence- and data-informed governance; continuous improvement through the PDCA (Plan–Do–Check–Act) cycle; transparency and accountability; and the integration of quality assurance with research, innovation, and knowledge transfer. Together, these principles establish a solid foundation for sustainable quality enhancement throughout the University.

HUCE is committed to providing the necessary human, financial, physical, and technological resources to ensure the effective implementation of the Policy. The University also commits to continuously developing the competencies of its academic and professional staff, fostering a strong quality culture, and actively participating in national and international quality assurance and accreditation activities to enhance the quality of education, research, innovation, and community engagement.

The issuance of the Educational Quality Policy marks an important milestone in HUCE's journey toward cultivating a quality culture, strengthening institutional governance, promoting continuous quality enhancement, and reaffirming the University's commitment to learners, society, and all stakeholders.
