On 2 March 2026, Hanoi University of Civil Engineering (HUCE) officially issued Decision No. 369/QĐ-ĐHXDHN promulgating the Regulation on the Assessment and Recognition of Learning Outcomes Achievement Based on Programme Learning Outcomes for Undergraduate Programmes. The Regulation takes effect from the date of signing and is uniformly implemented across the University.

The Regulation is developed in accordance with the Outcome-Based Education (OBE) approach, aiming to measure students' achievement of Course Learning Outcomes (CLOs) and determine each course's contribution to the attainment of Programme Learning Outcomes (PLOs). It provides an important foundation for students to monitor and improve their learning, for lecturers to continuously enhance teaching and assessment practices, and for academic units to monitor, evaluate, and improve programme quality.

A key feature of the Regulation is its requirement that all assessment activities ensure validity, reliability, fairness, and constructive alignment among learning outcomes, teaching and learning activities, and assessment methods. The recognition of learning outcomes achievement is based primarily on direct assessment, while indirect assessment serves as supplementary evidence to support quality improvement.

The Regulation also standardizes formative assessment and summative assessment methods, requiring assessment formats, rubrics, marking criteria, and assessment weightings to be clearly communicated to students at the beginning of each course. In addition, examination question banks, examination papers, marking schemes, and scoring rubrics are systematically developed and aligned with Course Learning Outcomes, thereby enhancing transparency, consistency, and objectivity in the assessment of student learning.

The issuance of Decision No. 369/QĐ-ĐHXDHN marks another important milestone in the implementation of Outcome-Based Education at HUCE. The Regulation strengthens the University's Internal Quality Assurance System, promotes continuous quality improvement, and contributes to enhancing the quality of education while meeting national and international quality assurance and accreditation requirements.
