In its continued efforts to modernize university governance, strengthen Quality Assurance (QA), and meet national as well as international quality accreditation requirements, Hanoi University of Civil Engineering (HUCE) has officially issued the Regulation on the Organization and Operation of the Internal Quality Assurance (IQA) System under Decision No. 863/QĐ-ĐHXDHN (2026).

The Regulation establishes a comprehensive framework governing the organizational structure, operational principles, coordination mechanisms, and responsibilities of the University's Internal Quality Assurance System. It clearly defines the roles and responsibilities of the University Board of Management, the Quality Assurance Council, the Office of Testing and Educational Quality Assurance, academic units, administrative offices, and support units in implementing, monitoring, evaluating, and continuously improving educational quality.

A key feature of the Regulation is the establishment of an Internal Quality Assurance System that is student-centred, operates under the Plan–Do–Check–Act (PDCA) cycle, adopts the Outcome-Based Education (OBE) approach, and emphasizes evidence-based management, digital information systems, and institutional accountability. These principles provide a solid foundation for systematic quality enhancement and continuous improvement across all university functions.

The Regulation also reinforces a university-wide quality culture by integrating Quality Assurance into academic governance, teaching and learning, research, student support services, and administrative operations. It promotes clear accountability, effective coordination among units, evidence-based decision-making, and data-driven continuous improvement.

The issuance of this Regulation represents a significant milestone in HUCE's journey toward strengthening its Internal Quality Assurance System and advancing institutional quality enhancement. It also provides an important foundation for the University's ongoing quality accreditation activities in accordance with the regulations of the Ministry of Education and Training and international quality assurance frameworks, particularly the AUN-QA Programme Assessment Framework.
